The Government of Uzbekistan has received financing from the Islamic Development Bank toward the cost of the “Support to Development of Oncology Services Project in the Republic of Uzbekistan, Phase II”, and intends to apply part of the proceeds for financial auditing services.
The services include the financial audit of the “Support to Development of Oncology Services Project in the Republic of Uzbekistan, Phase II” project for the fiscal years 2022 (December), 2023, 2024, 2025, 2026 and 2027. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Ministry of Health of Republic of Uzbekistan now invites eligible national chartered auditing firms to indicate their interest in providing the services. Interested auditing firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for these assignments:
- Similar Specific Financial Audit Services;
- Experience of Financial Audit Services in Projects, financed by Multi-Development Financial Institutions and/or any international organization financed.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Auditing firms is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
An Auditing firm will be selected in accordance with the Least cost-based selection’ (LCS) method set out in the Guidelines for Procurement of Consultant Services under IsDB Project Financing (April 2019) from a shortlist of local reputable audit firms to carry out the assignment on a yearly basis

Expressions of interest must be delivered in a written form to the address below in person, or by e-mail by 15:00 (Tashkent time), January 05, 2023.
